Handled the scenario wherein a vCenter scan that did not return any VMs resulted in the deletion of existing VMs. Now the scan job will be aborted in case the VM List is empty, also the Scan Info message is also updated to display the exact reason.

- Resolved issue related to, clicking on update preferences on user preferences modal after making changes and saving them on the cloud provider and regions selections cause the values of cloud provider and regions to be reverted to previous values.
- Resolved cache persistence issue of the cost data after re-logging. The cost was not wiped as expected and it remains cached.
- Resolved the issue where the API fetching the cost (for example using a region that is not public) returned an error but the previously calculated cost remains visible on the Cost tab.
